What leads to being on the wrong side of the digital divide?


Guinea Biseau, Chad, Mali, Burkino Fasso and Niger are the least digitally developed because they dont have the bugdet to increase the standard of the digital infrastructure that allows them to be connected to the internet, e.g. phone lines, isp's, etc. 

Its the lack of these telecoms that means they cannot advance anywhere until they have them in place. If they were to get this basic infrastructure installed then they could embrace Micrsoft's $100 laptop scheme.
